| 检验检疫监管业务风险管理是国际商务活动中公共风险管理的重要内容。本文参考ISO相关标准中的原则和定义，结合检验检疫监管活动复杂性的特点，应用风险矩阵、主客观分析等方法，确定检验检疫监管业务风险环境范围。在考虑风险利益相关方的影响下，对风险等级与风险可容忍度的组成、划分、设立和调整，风险的组合与聚合的界定和算法等各个方面进行研究和探讨。 |

| Risk management of inspection and quarantine administration is an important branch of public management in international trade. Referring to the principles and definitions of relevant ISO standards，considering comprehensive characters in inspection and quarantine administration, we use risk matrix, subjective and objective analysis，to establish the context，and study risk level, risk tolerance, risk combination and aggregation etc. |
